Connotation, Characteristics and Evaluation System Construction of Modernization of the Key State-owned Forest Areas

This paper firstly constructs the three life spaces of key state-owned forest areas and clarifies the relationship between them and the five civilizations and five revitalizations, and then leads to the relationship between the three life spaces and the modernization of key state-owned forest areas, so as to explore the modernization of key state-owned forest areas, which should cover the modernization of the economic development of forestry, the modernization of the forest enterprises, the modernization of the forest people, the modernization of forest area’s public services and infrastructures, and the modernization of the ecological civilization of the forest areas.Secondly, the necessity of constructing Chinese-style modernization is clarified by combing the existing studies, and it is emphasized that the modernization of key state-owned forest areas should adhere to the principles of serving both Chinese-style modernization and world consensus, true reflection and data availability, and comprehensiveness and focus; lastly, from the reality of the key state-owned forest areas and the practical experience of reform, the modernization of key stateowned forest areas should be selected to meet the five dimensions of modernization. Finally, from the real situation of key state-owned forest areas and the practical experience of reform, 36indicators conforming to 5 dimensions are selected to constitute the evaluation index system of modernization of key state-owned forest areas, and based on the real situation, three revelations are put forward with the help of the three-life space framework, such as attaching importance to the quantity and quality of the forests in forestry production, attaching importance to the common wealth of the residents in the life of foresters, and attaching importance to the sustainable use of the resources in the ecology of the forest areas, so as to make a scholarly explanation of the modernization of the key state-owned forest areas and to construct a set of modernization evaluation indexes for The purpose is to explain the modernization of key state-owned forest areas and construct a modernization evaluation system applicable to key state-owned forest areas in China, so that the modernization of key state-owned forest areas can better serve the overall goal of Chinesestyle modernization and provide theoretical basis and policy reference for the modernization of key state-owned forest areas in Chinese-style.
