Abstract:
Against the background of the coordinated advancement of new quality productive forces and China's "dual-carbon" goals, the value realization of ecological resources has become an important issue in the green transformation of resource-based regions. As a typical cold-region province, Heilongjiang features multiple ecological and industrial contexts, including forests, wetlands, black soil, inland waters, agricultural and forestry residues, and mine site restoration in resource-based cities, providing a practical foundation for exploring an Eco-CCUS system. This paper conceptualizes Eco-CCUS as an ecological extension of conventional CCUS technology, integrating ecosystem carbon sink enhancement, biomass resource utilization, engineered carbon storage, and ecological value realization into a unified carbon-cycle framework. Following an analytical logic of "resource identification-bottleneck diagnosis-pathway design", this study examines the construction of Heilongjiang's Eco-CCUS system from three dimensions: current conditions and strategic value, key constraints, and policy responses. The findings indicate that such a system has the potential to promote the transformation of ecological resources into productive factors, carbon assets, and industrial value. However, its development is constrained by inadequate methodologies and MRV systems, an incomplete industrial carbon source-biomass resource-agricultural utilization cycle, insufficient financial support for carbon assets, and weak cross-departmental governance coordination. Accordingly, this paper proposes coordinated efforts in four areas of technological innovation, circular industrial development, financial empowerment, and integrated governance to gradually establish an integrated negative-carbon development model with cold-region characteristics, thereby providing regional experience for the green transformation of resource-based areas and for the implementation of the "dual-carbon" strategy.
