Abstract:
Using statistical data on the non-timber forest products (NTFPs) industry in Heilongjiang Province from 2014 to 2023, this study develops an evaluation index system for high-quality industrial development from five dimensions involving green development, local characteristics, innovation-driven development, market orientation, and government guidance. The entropy weight method is employed to assess the level of high-quality development, while the coupling coordination degree model, obstacle degree model, and grey relational analysis are applied to examine system coordination, major development constraints, and key influencing factors. The overall level of high-quality development in Heilongjiang's NTFPs industry has steadily improved during the study period. However, the coupling coordination among the five subsystems remains at the stage of mild imbalance, suggesting that the overall capacity for coordinated development requires further enhancement. Policy support, innovation investment, and industrial structure are identified as the primary obstacles constraining high-quality development. In addition, brand certification, environmental governance, innovation output, industrial structure, policy support, and innovation investment exhibit strong correlations with industrial development, highlighting their critical roles within the evaluation framework. Accordingly, the efforts should focus on strengthening system-wide coordination, addressing key development constraints, and fully leveraging the supporting effects of highly correlated factors to further improve the quality of development in the NTFPs industry.
