Abstract: Under the strategic requirements of green and low-carbon development, new quality productivity is mainly characterized by high technology, high efficiency and high quality, which can effectively empower the realization of green and low-carbon development. By improving strategic talent skills, improving green technology, expanding emerging industries and promoting the improvement of the three elements of productivity, the new quality productivity will inject impetus into green and low-carbon development, promote green and low-carbon development in a more high-quality and balanced direction, and help promote carbon reduction, pollution reduction, green expansion and growth to achieve a new development pattern of ecological protection, energy conservation and emission reduction and economic growth. However, at present, the new quality productivity in green and low-carbon development still faces difficulties such as technical bottlenecks, industrial structure, insufficient liquidity of funds, and poor operation of mechanisms.
