Abstract:
The mortgage of agricultural land management rights is an important measure in China’s rural financial reform,but its effectiveness is subject to debate.With the survey data of rural households from the China Household Finance Survey(CHFS) in 2013,2015,2017,and 2019,we utilized PSM-DID to analyze the impact of agricultural land mortgage loan policies on rural households’ credit accessibility,particularly the influence of digital inclusive finance development on the effectiveness of agricultural land mortgage policies.The results indicated that the agricultural land mortgage policy improved rural households’ credit accessibility,but had varying impacts on households of different operation scales;digital inclusive finance to some extent substituted the role of agricultural land mortgage policies,especially for small-scale farmers.Therefore,the effects of agricultural land mortgage should be viewed dialectically,and policy design should target key appropriate populations.
