Abstract:
Fiscal support is a critical guarantee for the development of the under-forest economy. Research on fiscal support policies for the under-forest economy in Heilongjiang Province holds significant implications for promoting the high-quality development of this industry. To objectively evaluate these policies and propose actionable recommendations, we employs text mining and the Policy Modeling Consistency (PMC) index model to conduct a quantitative analysis of 10 selected policy samples. The results indicate that the average evaluation grade of Heilongjiang's fiscal support policies for the under-forest economy is Good, demonstrating a generally scientific and rational design framework. Among the 10 policies, 9 as Good, and 1 as Qualified. However, the findings reveal room for improvement in policy timeliness, focus areas, and target audience coverage. To enhance policy quality and effectiveness, this study proposes recommendations such as strengthening policy coherence, continuity, and flexibility, as well as expanding the scope of policy priorities. These measures aim to address existing gaps and optimize the alignment of fiscal tools with the long-term goals of ecological protection, industrial upgrading, and rural revitalization in Heilongjiang Province.
