Abstract: In order to further improve and perfect the provincial laboratory system, enhance the efficiency of scientific and technological innovation, and give full play to the supporting and leading role of scientific and technological innovation, we established provincial laboratories in various regions successively. How to scientifically construct a financial and asset management system during the preparation period, effectively prevent risks, and ensure the efficient operation of the laboratories become a core issue that urgently needs to be addressed in the initial stage of the construction of provincial laboratories across the country. We focuses on the financial and asset management during the preparation period of Laboratory T. It describes the main contents of the financial and asset management work in combination with the actual situation, analyzes the problems and challenges faced by Laboratory T during the preparation stage, and suggests improvments, aiming to provide references for the financial work of scientific research institutions during their preparation stage in the future.
