村域社会资本对村干部工作绩效的影响及其机制分析——基于陕、豫、冀三省的实证研究

Impact of Village Social Capital on the Job Performance of Village Cadres and Its Mechanism Analysis——An Empirical Study with Shaanxi, Henan and Hebei Provinces

  • 摘要: 村干部工作绩效关乎乡村全面振兴的水平,长期吸引着理论界和实践界的广泛关注,却鲜有研究从村域社会资本视角进行深入探究。基于陕、豫、冀的调查数据,使用似不相关回归模型实证分析村域社会资本及其各维度对村干部工作绩效的影响,并借助中介效应模型验证管理能力、内在动机、政府支持的中介效应。研究发现:(1)村域社会资本、村域认同、村域信任显著提升村干部工作绩效、任务绩效、周边绩效,村域网络显著提高村干部工作绩效、周边绩效,对任务绩效影响不显著,稳健性检验、内生性分析依旧支持以上结论。(2)机制分析表明,村域社会资本通过有效识别高能力村干部的能力甄选机制、激发村干部内在动机的动机激励机制、争取政府支持的政府保障机制,提升村干部工作绩效。(3)中介效应从大到小依次为政府支持、内在动机、管理能力。据此,应高度重视考察村干部周边绩效,积极利用并正确引导村域社会资本,同时充分疏通村域社会资本提升工作绩效的中介机制。

     

    Abstract: The performance of village cadres is related to the level of comprehensive revitalization of villages, which has long attracted extensive attention from the theoretical and practical circles,but few studies have conducted in-depth investigations from the perspective of village social capital.Based on the survey data of Shaanxi, Henan and Hebei, we empirically analyze the effects of village social capital and its dimensions on the performance of village cadres using a seemingly unrelated regression model, and verify the mediating effects of management ability, intrinsic motivation and government support with the help of a mediating effect model. It found that(1)village social capital, village identity, and village trust significantly enhance village cadres’ job performance, task performance, and neighborhood performance; village network significantly improves village cadres’ job performance and neighborhood performance, but has no significant effect on task performance, and the robustness test and endogeneity analysis still support the above conclusions;(2) Mechanism analysis shows that village social capital improves village cadres’ job performance through three channels: the ability selection mechanism that effectively identifies highcapacity village cadres, the motivation incentive mechanism that stimulates the intrinsic motivation of village cadres, and the government guarantee mechanism that seeks government support;(3)The descending order of mediating effects intensity is: government support, intrinsic motivation,and management ability. Accordingly, great importance should be attached to examining the peripheral performance of village cadres, actively utilizing and correctly guiding social capital in the village area, and at the same time adequately unblocking the intermediary mechanism of social capital in the village area to enhance work performance.
