碳中和背景下基于森林质量的中国碳汇潜力评估

Assessment of China Carbon Sink Potential Based on Forest Quality in A Carbon Neutral Context

  • 摘要: 通过蓄积量扩展法测算我国过去20年间新增的森林碳汇量,设计基于扩大森林面积与基于提高森林质量两个情境,分别评估在上述两个情境下我国森林碳汇潜力。结果表明,得益于我国对生态文明建设的日益重视,1999一2018年间我国森林碳汇量持续增加;扩大森林面积情境下可新增的碳汇量较少且不具备可持续性;提高森林质量情境下我国碳汇量还有较大上升空间,更具可持续性和可行性。最后,从完善碳汇计量监测体系、重视森林质量提升、推动森林碳汇进入碳交易和因地制宜发展林业四个方面提出了对策和建议。

     

    Abstract: Forest carbon sequestration is an important means to deal with climate change and reduce the cost of carbon emission reduction.This paper calculated the newly increased forest carbon sink during the past 20 years through the method of accumulation expansion,and designed the situation of expanding forest area and improving forest quality to evaluate the forest carbon sink potential respectively.The results showed that the forest carbon sink continued to increase from 1999 to 2018 thanks to the increasing importance of ecological civilization construction.Under the scenario of expanding forest area,the additional carbon sink was small and not sustainable.Under the condition of improving the quality,there was still a large space to increase the carbon sink,which was more sustainable and feasible.Finally,it put forward countermeasures and suggestions from four aspects:perfecting the carbon sink measurement and monitoring system,attaching importance to forest quality improvement,promoting forest carbon sinks into carbon trading and developing forestry according to local conditions.
