农产品质量提升路径选择与政策效果评价——以稻米产品为例

Selection of Agricultural Product Quality Improvement Paths and Evaluation of Policy Effects——Taking Rice Products as An Example

  • 摘要: 分析我国稻米质量的现状与问题,梳理农业技术进步与农业经营规范化两大稻米质量提升的动力,构建农产品质量政策评价体系,通过基于层次分析的模糊综合评价法对稻米质量提升的政策效果进行评价。政策评价结果显示,我国当前兴农政策实施绩效处于一般水平,稻米质量提升路径可以着重从产品生产和市场保障两方面入手,例如促进农业经营方式的规模化、标准化转变,构建稻米品牌化、发展农村电商等以促进优质优价的市场价格形成机制。

     

    Abstract: Residents’ rice consumption has gradually changed from quantity demand to quality demand. In order to explore the effective paths of rice quality improvement and the effect of policy support,this paper firstly analyzed the current situation and problems of rice quality in China,and combed the two major driving forces for rice quality improvement,agricultural technology progress and agricultural operation standardization. Secondly,it constructed an evaluation system for agricultural product quality policy and evaluated the policy effect of rice quality improvement by the fuzzy comprehensive evaluation method based on AHP. The policy evaluation results showed that the implementation performance of China's current agricultural promotion policy was at a general level,and the improvement path of rice quality could focus on product production and market security,such as promoting the transformation of agricultural operation mode in scale and standardization,building a rice brand,developing rural e-commerce,etc. in order to promote the market price formation mechanism of high quality and good price.
