集体林区小农林业“原子化”面临的问题与对策

Problems and Countermeasures of “Atomization” of Smallholder Forestry in Collective Forest Areas

  • 摘要: 21世纪确权到户的集体林权制度改革所引发的小农林业“原子化”问题渐次呈现出来,其对集体林区的林业发展造成了一定程度的冲击。故以集体林区小农林业生产“原子化”的发展演化过程为导引,深入分析了当前集体林区小农林业“原子化”所面临的主要问题,并在此基础上,从倡导林农联合经营、因地制宜发展林业专业合作组织、重组和优化设置林业生产要素配置以及加大社会资本投入四方面针对性地提出了破解小农林业“原子化”问题的对策。

     

    Abstract: In the 21st century,the problem of “atomization” of small-scale agricultural forestry caused by the reform of the collective forest tenure system that confirmed the rights to households has gradually emerged,which has caused a certain degree of impact on the forestry development of collective forest areas. Therefore this paper deeply analyzed the main problems faced by the “atomization” of small-scale agriculture and forestry in collective forest areas guided by the development and evolution process of “atomization” of small-scale agricultural forestry production in collective forest areas. On this basis,it proposed countermeasures to solve the problem of “atomization” of small-scale agriculture and forestry from four aspects:advocating joint management of forest farmers,developing forestry professional cooperation organizations according to local conditions,reorganizing and optimizing the allocation of forestry production factors,and increasing social capital investment.
